Readout of Joint Task Force Alpha Summit on Anti-Human Smuggling and Trafficking Efforts
Assistant Attorney General Kenneth A. Polite, Jr. of the Justice Department’s Criminal Division yesterday convened a meeting of Joint Task Force Alpha (JTFA) in El Paso, Texas, to bring together law enforcement leaders to discuss dismantling human smuggling and trafficking networks operating along the Southwest Border.
Assistant Attorney General Polite was joined by senior leadership from five U.S. Attorneys’ offices from the districts along the Southwest Border: U.S. Attorney Jaime Esparza for the Western District of Texas (who hosted the meeting), U.S. Attorney Randy Grossman for the Southern District of California, U.S. Attorney Alamdar Hamdani for the Southern District of Texas, Chief Assistant U.S. Attorney Nicole Savel for the District of Arizona, and U.S. Attorney Alexander Uballez for the District of New Mexico. Department of Homeland Security (DHS) Deputy Secretary John K. Tien, Homeland Security Investigations Acting Executive Director Steve K. Francis, U.S. Customs and Border Protection Acting Commissioner Troy A. Miller, also joined, as did other interagency members of JTFA.
Prior to the summit, senior leaders from the Justice Department and DHS components visited the Southwest Border in El Paso. The tour provided an important perspective on challenges presented by transnational criminal organizations involved in human smuggling and other crimes, which all impact border security efforts by land, through waterways, and by air.
“I am proud of the accomplishments of JTFA since its creation nearly two years ago,” said Assistant Attorney General Kenneth A. Polite, Jr. “We are better at dismantling human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, and Honduras because we are a stronger, more unified law enforcement team with our counterparts in Mexico and Central America. I believe our efforts to work together to combat these crimes will continue to generate immediate results, while also building towards sustained success.”
During the meeting, Assistant Attorney General Polite expressed his appreciation for the broad and continued support of JTFA. In its first two years, this joint law enforcement effort has resulted in substantial and continued disruption through specific and general deterrence, collaborating on numerous high priority investigations and cases of significant organizations and their key leaders and facilitators. These measures have resulted in dozens of arrests, indictments, and convictions both in the United States and with foreign law enforcement partners, along with obtaining substantial jail sentences and asset forfeiture.
The discussion included ways to further advance JTFA’s mission to enhance U.S. enforcement efforts against the most prolific and dangerous human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, and Honduras. JTFA members also discussed identifying ways to strengthen efforts to disrupt and dismantle those human smuggling and trafficking networks that abuse or exploit those being smuggled, pose national security risks, or have links to transnational organized crime.
Additionally, JTFA leadership identified enhancements made to increase the efficiencies of the task force model at the local and national levels and discussed ways to better foster interagency collaboration to target criminal organizations involved in smuggling and related crimes in and throughout the region.

Department of Justice Announces Review of Memphis Police Department’s Use of Force and De-escalation Policies, and a Separate Review of Specialized Units Across the Country
The Department of Justice’s Office of Community Oriented Policing Services (COPS Office) announced today it will be undertaking two important reviews: one related to the Memphis Police Department (MPD) and one that will examine the use of specialized units within law enforcement.
First, the COPS Office, through its Collaborative Reform Initiative Technical Assistance Center (CRI-TAC), will conduct a review of certain policies and practices of the Memphis Police Department. Memphis Mayor Jim Strickland and Memphis Police Chief Cerelyn J. Davis requested this review, which will cover policies, practices, training, data and processes related to MPD’s use of force, de-escalation and specialized units. At the conclusion of the review, the COPS Office will issue a public report outlining its findings and recommendations.
The COPS Office’s CRI-TAC initiative is led and supported by nine leading law enforcement stakeholder associations. CRI-TAC provides a wide array of technical assistance services using a “by the field, for the field” approach. Since its inception in 2017, the program has provided technical assistance for over 800 law enforcement engagements.
Separate from the Memphis review, the COPS Office will produce a guide for police chiefs and mayors across the country to help them assess the appropriateness of the use of specialized units as well as how to ensure necessary management and oversight of such units, including review of policies, tactics, training, supervision, accountability, and transparency.
“In the wake of Tyre Nichols’s tragic death, the Justice Department has heard from police chiefs across the country who are assessing the use of specialized units and, where used, appropriate management, oversight and accountability for such units. The COPS Office guide on specialized units will be a critical resource for law enforcement, mayors and community members committed to effective community policing that respects the dignity of community members and keeps people safe,” said Associate Attorney General Vanita Gupta. “The department is also pleased to be able to fulfill Memphis’s request for technical assistance on the police department’s use of force and de-escalation policies, as well as the use of specialized units.”
“Providing technical assistance to law enforcement agencies so they can continue to improve their practices, while they also develop and maintain healthy relationships with the community, is at the heart of what we do at the COPS Office,” said Director Hugh T. Clements Jr. of the COPS Office. “I know that this opportunity to work with MPD, as well as our examination of specialized units in law enforcement agencies across the country, will be important resources for both law enforcement and the communities they serve.”
The COPS Office is the federal component of the Department of Justice responsible for advancing community policing nationwide. The only Department of Justice agency with policing in its name, the COPS Office was established in 1994 and has been the cornerstone of the nation’s crime fighting strategy with grants, a variety of knowledge resource products, and training and technical assistance. Through the years, the COPS Office has become the go-to organization for law enforcement agencies across the country and continues to listen to the field and provide the resources that are needed to reduce crime and build trust between law enforcement and communities served. The COPS Office has been appropriated more than $20 billion to advance community policing, including grants awarded to over 13,000 state, local and Tribal law enforcement agencies to fund the hiring and redeployment of more than 136,000 officers.

Justice Department Achieves Settlement with the Former Dr. Juan A. Rivero Zoo to Relocate Animals to Locations in the Continental United States
The Justice Department and the Commonwealth of Puerto Rico on behalf of the Puerto Rico Department of Justice and the Puerto Rico Department of Environment and Natural Resources (DENR) have reached an agreement to ensure the health and safety of the animals housed at the former Dr. Juan A. Rivero Zoo and the Centro de Detención en Cambalache (Cambalache). Under the agreement, the approximately 500 animals currently housed at the Zoo and Cambalache will be relocated within the next six months to facilities that are equipped and prepared to humanely and appropriately house and care for the animals.
The Justice Department recently arranged, with the assistance and coordination of DENR, for experts from the Wild Animal Sanctuary to complete an inventory and evaluation of the conditions of the animals at the Zoo and Cambalache. Based on the information gathered during these evaluations, the Wild Animal Sanctuary is developing a plan for the transfer of all of the animals housed at the Zoo and at Cambalache to sanctuaries and other appropriate facilities in the continental United States. The Wild Animal Sanctuary operates four wildlife sanctuaries in Colorado and Texas, encompassing more than 33,000 acres, and will aid in relocating the animals from the Zoo and Cambalache to these and other facilities, as necessary and appropriate, to immediately address their pressing health and safety needs.
As part of the joint efforts between federal and local agencies, the U.S. Fish and Wildlife Service has already removed a bald eagle, a golden eagle, two great horned owls, a red tail hawk, and two snakes. Additional transfers are expected in the upcoming weeks.
“We recognize the cooperation of Secretary Anais Rodríguez Vega who has made a laudable commitment to improve the health and welfare of the animals at the Zoo and Cambalache by working alongside federal agencies to relocate them to locations throughout the United States,” said U.S. Attorney W. Stephen Muldrow for the District of Puerto Rico. “We will continue to support the efforts to expeditiously rescue all the animals according to the recommendations for relocation to be made by the veterinary experts brought to Puerto Rico by the Wild Animal Sanctuary.”
“We deeply appreciate the work of the U.S. Attorney’s Office in collaboration with Puerto Rico environmental and justice authorities to facilitate the transfer of these animals to a destination where their health and safety needs can be met,” said Assistant Attorney General Todd Kim of the Justice Department’s Environment and Natural Resources Division.
Assistant U.S. Attorney Jonathan Gottfried for the District of Puerto Rico and Senior Trial Attorney Mary Hollingsworth and Trial Attorneys Kamela Caschette, Briena Strippoli and Matthew Morris of the Environment and Natural Resources Division are handling this matter. The Justice Department worked closely with the U.S. Fish and Wildlife Service and the Department of Agriculture’s Office of Inspector General and Investigative and Enforcement Services to achieve this successful resolution.

Former New Orleans Police Officer Sentenced for Sexually Assaulting a 15-Year-Old Girl
A former police officer with the New Orleans Police Department (NOPD) was sentenced in federal court to 14 years in prison for sexually assaulting a 15-year-old crime victim in violation of her constitutional rights.
According to the court documents, in May 2020, Rodney Vicknair, 55, while working in his capacity as an NOPD officer, escorted a then-14-year-old girl, who had been sexually assaulted by another man, to the hospital to undergo a forensic exam, also known as a rape kit. Vicknair gave the victim his cell phone number and offered to be her friend and mentor. In the months and weeks thereafter, Vicknair and the victim spoke on the phone and exchanged messages on Snapchat. Vicknair, while in uniform, often stopped by unannounced at the victim’s residence. Over time, Vicknair made comments to the victim that were sexual in nature.
On the night of Sept. 23, 2020, Vicknair arrived at the victim’s house. By that time, she had turned 15 years old. He told her to come outside and get into his vehicle. She got into the passenger’s seat while Vicknair remained in the driver’s seat. Then, he locked the doors so that the victim could not leave. Vicknair leaned over toward the victim, and she feared for her physical safety. He then sexually assaulted the victim when he intentionally touched her genitals under her clothing without her consent. Vicknair admitted in court that he acted without a legitimate law enforcement purpose and that he knew his actions were wrong and against the law but that he engaged in such conduct anyway.
“We are grateful to this young survivor for coming forward, even though she thought no one would believe her,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “Had she not been willing to do so, we would not have been able to hold the defendant accountable for his heinous crime. This case should send a strong message to law enforcement officers who sexually abuse victims, particularly children, that they are not above the law and will be held accountable.”
“The public must be able to trust that law enforcement will faithfully execute their sworn duties or face the consequences for failing to do so,” said U.S. Attorney Duane A. Evans for the Eastern District of Louisiana. “Our office, along with the Department of Justice, the FBI and state and local law enforcement agencies, will continue to investigate and prosecute any violations of constitutional rights.”
“The FBI is dedicated to doing the work to restore public faith in law enforcement when individuals attempt to use the badge to hide their illegal behavior,” said Special Agent in Charge Douglas A. Williams Jr. of the FBI New Orleans Field Office. “We also thank the U.S. Attorney's Office for the Eastern District of Louisiana the Department of Justice Civil Rights Division, and the New Orleans Police Department Public Integrity Unit for their efforts in this case.”
Assistant Attorney General Kristen Clarke, U.S. Attorney Duane A. Evans and Special Agent in Charge Douglas A. Williams Jr. made the announcement.
The FBI New Orleans Field Office and the New Orleans Police Department Public Integrity Bureau investigated the case.

Health Care Staffing Executive Indicted for Fixing Wages of Nurses
A federal grand jury in Las Vegas returned an indictment yesterday charging a health care staffing executive with conspiring to fix the wages of Las Vegas nurses, in violation of the Sherman Act.
According to the one-count felony indictment, Eduardo Lopez, of Las Vegas, held executive positions at three different home health agencies. For each company, Lopez oversaw recruitment, hiring, retention and assignments of nurses and other health care staff. Lopez and other unnamed co-conspirators are charged with agreeing to suppress and eliminate competition for the services of nurses between March 2016 and May 2019. Specifically, Lopez and his co-conspirators are charged with participating in a series of meetings and communications to fix wages of nurses.
“Wage fixing is a crime that deprives workers of hard-earned wages,” said Assistant Attorney General Jonathan Kanter of the Justice Department’s Antitrust Division. “The Antitrust Division will be vigilant in protecting workers.”
“We will continue to partner with the Antitrust Division and the FBI to protect the marketplace and the rights of workers to earn fair wages,” said U.S. Attorney Jason M. Frierson for the District of Nevada. “We will investigate and prosecute those who engage in anticompetitive activities.”
“The wage fixing alleged in this case harmed hardworking Americans and cheated them of fair opportunity and compensation,” said Assistant Director Luis Quesada of the FBI’s Criminal Investigative Division. “The FBI is committed to rooting out anti-competitive activity and corruption.”
A violation of the Sherman Act carries a statutory maximum penalty of 10 years in prison and a $1 million fine for individuals and a maximum penalty of a $100 million fine for corporations. The maximum fine may be increased to twice the gain derived from the crime or twice the loss suffered by victims if either amount is greater than the statutory maximum.
Today’s announcement is the result of a federal investigation being conducted by the Antitrust Division’s San Francisco Office and the International Corruption Unit of the FBI, with assistance from the U.S. Attorney’s Office for the District of Nevada.
The charges in this case were brought in connection with the Antitrust Division’s ongoing commitment to prosecute anticompetitive conduct affecting American labor markets.
