National Service Authority discourages religious girls from IDF service

Female haredi soldiers have in the past been ridiculed for their decision to enlist in the army.

Lawmakers on the Left and Right expressed concern that new policies of the Civilian-National Service Authority are discouraging students in National Religious girls schools from enlisting in the IDF.

The Knesset Foreign Affairs and Defense Committee met on Thursday to discuss the authority’s proposal to bring dayanim (religious judges) to the schools so that girls could declare before them that they are religious, and thus receive exemptions from IDF service.

Currently, ulpanot, Orthodox- Zionist girls schools, have pupils whose religious beliefs do not allow them to serve in the military and thus sign up together for an exemption, which is sent to the rabbinical courts, or religious girls can send a declaration that they don’t want to serve to the IDF on their own.

The number of Orthodox female soldiers has more than doubled, rising from 930 in 2010 to 2,000 in 2015, despite the haredi-dominated Chief Rabbinate and many Orthodox- Zionist rabbis and institutions saying that it is against Jewish law for women to serve in the army. In recent months, an Orthodox-Zionist organization put out a crude, controversial online cartoon against religious women in the IDF, as part of an organized campaign in the community.

Agriculture Minister Uri Ariel (Bayit Yehudi), who oversees national service, said that the idea is to make asking for a religious exception more accessible, so they don’t need to travel out of their town and waste time and money.

“We see National Service as an important and good thing,” Ariel said.

Meretz MK Michal Rozin said the initiative “comes out of panic and hysteria.”

Having judges come to the school, forcing girls to declare they want a religious exemption from the IDF in front of their teachers, will place undue pressure on those who do want to serve in the military, Rozin added, and MK Mickey Levy of Yesh Atid made similar comments.

MK Rachel Azaria of Kulanu, who is Orthodox and served in the IDF, said it would have been very difficult for her as a 17-yearold to stand up for herself if the rabbinical judges came to her class.

“This is a predatory way to encourage draft evasion,” Likud MK Anat Berko argued, lamenting “incitement” against girls who wish to serve in the IDF.

Zionist Union lawmaker Merav Michaeli called it “state-sponsored encouragement of draft evasion.”

“This is hypocritical and discriminatory,” Michaeli said.

“There are girls whom no one asks if they want to go to the army. This isn’t good for Israel, not good for our security, and very bad for these women.”

Brig.-Gen. Eran Shani , head of the IDF Manpower Planning Unit, said that the army encourages religious women to enlist, and allows them to serve without changing their lifestyle.

“The procedure is that whoever studied in a religious institution can send us a declaration on her own in different ways, including together from the ulpana,” he said.

MK Aliza Lavie (Yesh Atid), a religious woman who served in the IDF, and has one daughter who did the same and another who did national service, said it was important to allow the students to decide on their own, without added pressure.

“Recently, there is more and more cynical use of all kinds of tools to dissuade religious girls from serving in the army,” Lavie said. “The Education Ministry does not make information accessible to religious girls, and they are not aware... We are familiar with the distress it causes in school when teachers enlist in a cause, which is why I proposed a bill that girls should give the declaration directly to the IDF or a religious court, but not through a third party.”

Ram Zahavi, director of Religious Education in the Education Ministry, said religious schools go by the halachic rulings of the rabbinate, which state that girls should not enlist in the army.

“We teach Halacha, but at the same time, our education processes allow and direct every student to make personal choices,” he said.

Several MKs were outraged by Zahavi’s comments. Levy asked if that means religious schools discourage IDF service.

“You are destroying religious girls’ futures,” Lavie said.

“Your education system calls not to enlist in the IDF,” Rozin said, and Bayit Yehudi MK Moti Yogev shouted back, referring to secular schools, “Your education system calls not to enlist in the IDF!” By the end of the meeting, Justice Ministry representative Dror Granit said that they are working on ways to make the judges more accessible without having them come to schools.

Sar-Shalom Jerbi, head of the Civilian-National Service Authority, said an arrangement outside of schools would be a good thing.

National Service Authority décourage les filles religieuses du service des FDI

Des soldats Haredi ont été ridiculisés dans le passé pour leur décision de s'enrôler dans l'armée.

Les législateurs de gauche et de droite se sont dits préoccupés par le fait que les nouvelles politiques de l'autorité de service civil-national découragent les étudiants des écoles nationales de filles religieuses de s'enrôler dans les FDI.

Le Comité des affaires étrangères et de la défense de la Knesset s'est réuni jeudi pour discuter de la proposition de l'autorité d'amener les Dayanim (juges religieux) dans les écoles afin que les filles puissent déclarer devant elles qu'elles sont religieuses, et ainsi recevoir des exemptions du service des FDI.

Actuellement, ulpanot, les écoles orthodoxes de filles sionistes, ont des élèves dont les croyances religieuses ne leur permettent pas de servir dans l'armée et donc de s'inscrire ensemble pour une exemption, qui est envoyé aux tribunaux rabbiniques, ou les filles religieuses peuvent envoyer une déclaration qu'ils ne veulent pas servir aux FDI de leur propre chef.

Le nombre de femmes soldats orthodoxes a plus que doublé, passant de 930 en 2010 à 2 000 en 2015, malgré le chef Haredi dominé par les rabbinat et de nombreux rabbins et institutions orthodoxes-sionistes disant que c'est contre la loi juive pour les femmes de servir dans l'armée. Le brigadier-général Eran Shan, chef de l'unité de planification de la main-d'oeuvre des FDI, a déclaré que l'armée encourage les femmes religieuses à s'enrôler et leur permet de servir sans changer leur mode de vie.

The Health Ministry is probing two hospitals for telling women who sought tubal ligation to obtain approval from what officials called "the hospital rabbis."

Israel’s health ministry is probing hospitals that required women to obtain rabbinical approval for birth control procedures.


According to an expose published Thursday by the news site Ynet, officials from two state-funded institutions — Laniado Hospital in Netanya and Ma’ayane HaYeshua Hospital in Bnei Brak — are recorded telling women who sought tubal ligation to obtain permission from what officials called “the hospital rabbis.”


Tubal ligation is a permanent form of sterilization, which is generally prohibited according to Halacha, or Jewish law, except in cases where it is meant to save the life of the mother.

At Laniado, only Jewish women who said they sought to undergo the procedure were referred to the rabbi whereas at the Bnei Brak hospital all women were referred to him.

“We do not agree with these practices,” a ministry spokesperson told Ynet about the procedures involving rabbis. “We intend to get to the bottom of this issue as soon as possible, possibly with the ombudsman of the medical professions, to inspect the disciplinary and ethical aspects of this affair, and will act according to the findings.”

A spokesperson for Ma’ayane HaYeshua defended the practice. “Since tubal ligation is not a life-saving procedure and is irreversible, the hospital believes it requires reflection and so we do not perform it at the patient’s request only,” the spokesperson explained. “We must find a clear medical reason requiring intervention and we make sure the women in question has considered the procedure.”

Non-Jewish women are evaluated by a social worker or psychologist, the hospital added.

Laniado did not respond to Ynet’s questions.

Selon un exposé publié jeudi par le site de nouvelles Ynet, les responsables de deux institutions financées par l'État-laniado Hospital à Netanya et Ma'ayane HaYeshua hôpital de Bnei-, sont enregistrées dire aux femmes qui ont cherché la ligature des trompes pour obtenir la permission de ce que les fonctionnaires appelés «les rabbins hôpital.»


La ligature des trompes est une forme permanente de stérilisation, qui est généralement interdite selon Halacha, ou la loi juive, sauf dans les cas où il est censé sauver la vie de la mère.

À laniado, seules les femmes juives qui ont déclaré avoir cherché à subir la procédure ont été référées au rabbin alors qu'à l'hôpital Bnei, toutes les femmes lui ont été référées.

«Nous ne sommes pas d'accord avec ces pratiques», a déclaré un porte-parole du ministère Ynet sur les procédures impliquant des rabbins. "nous avons l'intention d'aller au fond de cette question dès que possible, éventuellement avec le médiateur des professions médicales, pour inspecter les aspects disciplinaires et éthiques de cette affaire, et agira selon les conclusions."

Un porte-parole de Ma'ayane HaYeshua A défendu la pratique. «puisque la ligature des trompes n'est pas une procédure d'économie de vie et est irréversible, l'hôpital croit qu'il faut la réflexion et si nous ne l'effectuons pas à la demande du patient seulement», a expliqué le porte-parole. «Nous devons trouver une raison médicale claire nécessitant une intervention et nous nous assurons que les femmes en question ont examiné la procédure.»

Les femmes non juives sont évaluées par un travailleur social ou un psychologue, l'hôpital a ajouté.

Laniado n'a pas répondu aux questions de ynet.

Authorities in northwest China's Xinjiang region have launched
a racial profiling campaign to assess the security threat posed
by non-Han Chinese majority residents of the capital Urumqi,
with points automatically docked for members of the mostly Muslim
Uyghur ethnic minority, according to a local official.
On July 10, the Western Hebei Road Neighborhood Committee
in Urumqi's Yengisheher (in Chinese, Xinshiqu) district circulated
a document listing 13 non-Han residents of the area and grading
their individual risk to security based on ten categories.
While the title suggests that all non-Han residents of Western
Hebei Road had been graded, subsequent mentions of ethnicity
on the document only refer to the "Uyghur" minority,
and only Uyghurs were listed on the copy obtained by RFA's Uyghur Service.
The ruling Chinese Communist Party blames some Uyghurs for
a string of violent attacks and clashes in recent years,
but critics say the government has exaggerated the threat
from the ethnic group, and that repressive domestic policies
are responsible for violence that has left hundreds dead since 2009.
According to the document from the Western Hebei Road Neighborhood
Committee, each resident is assigned a 100-point value
and 10 points are subtracted from that value for each
of the 10 categories that applies to them.
The remaining value for each resident is used to determine
the security risk they pose to the community, with anyone rated
80 points or higher designated "safe," anyone rated between 50 and 70 points
seen as "average," and anyone rated below 50 points considered "unsafe."
The 10 categories on the form consist of: Between Ages of 15 and 55,
Ethnic Uyghur, Unemployed, Possesses Passport, Prays Daily,
Possesses Religious Knowledge, Visited [one of] 26 [flagged]
Countries, Belated Return to China, Has Association With Foreign Country,
and Family With Children Who Are Homeschooled.
Additionally, personal information for each resident is listed
on the document, including their name, home address,
age and number of family members.
In one example, 85-year-old Ibrahim Ismail (Yibulaying Simayi),
was rated an "average" security threat based on a 50-point score
after 10 points each were subtracted for being a Uyghur, possessing
a passport, praying daily, possessing religious knowledge,
and visiting a flagged country.
Another resident, 29-year-old Misir Emet (Misaier Aimaiti),
was also rated "average" based on a 70-point score after he lost points
for being Uyghur, falling within the "risky" age range, and being unemployed.
While the 11 other residents were rated "safe" with scores
of 80 points or more, all of them were docked at least
10 points for being Uyghur.
'Gathering information'
When contacted by RFA, officials from the Yengisheher district
Party Committee and the district government office said
they were unfamiliar with the document and referred questions
to the area Political Law Committee.
But an official from the Yengisheher district Ethnic and Religious
Affairs Committee confirmed that the Western Hebei Road Neighborhood
Committee had prepared the document and brought it to his office, where
it was officially endorsed.
"We examined the content related to religious affairs and compared
it to our own findings, and then stamped the document--we also kept one
for our records," the official said, speaking on condition of anonymity.
"We can say that the purpose of this document is to gather general ...
[and] personal information from the residents in our jurisdiction."
According to the official, the campaign had been underway for
"two to three weeks already," and "various neighborhood committees"
in the district had brought their completed lists to his office for endorsement
immediately after the Islamic holy month of Ramadan, which ended
on June 24 this year.
"I cannot say it is mainly targeting Uyghurs, but I do not know--
you can view it however you'd like to," he said.
"[Neighborhood committee representatives] told us that the document
was issued to collect basic information from the residents.
That's all we know. I'm not aware who was responsible for
ordering this kind of documentation."
The official referred further questions about the matter to the
county propaganda department.
Being Uyghur is 'a crime'
Ilshat Hassan, president of the Washington-based Uyghur
American Association, told RFA that his group was "extremely
concerned" by the document, adding that it was an example
of how "extreme" China's Uyghur policy had become.
"China deems being Uyghur a crime," he said. "This campaign
reminds us of how Nazi Germany first racially profiled Jews, perceiving
them as a security threat, and then committed the Holocaust
during World War II."
According to Hassan, the document shows that even Uyghurs
who identify predominantly as "Chinese" and abide by the policies
of the state will always be viewed as terrorists by the authorities,
simply because of their ethnic background.
"The Chinese government doesn't trust any Uyghur, because ... being
a Uyghur simply increases [a person's] threat level, according to the document," he said.
"The simple fact that China is specifically targeting
the Uyghur population and subtracting points
for such information clearly demonstrates its intention
to enforce ever more repressive policies against
the minority group with ethnic cleansing in mind."
China regularly conducts "strike hard" campaigns
in Xinjiang, including police raids on Uyghur households,
restrictions on Islamic practices, and curbs on the culture
and language of the Uyghur people, including videos
and other material.
